Enhanced Opportunities for Foreign Entrepreneurs

As part of Japan’s ongoing efforts to strengthen industrial competitiveness and establish a global hub for economic activities, the government has announced an increase to the maximum duration of the Startup Visa.

Effective January 1, 2025, the period of stay under the Startup Visa will increase from the current maximum of eighteen (18) months to two (2) years.

 

What is the Startup Visa?

The Startup Visa is a special status of residence designed to ease the pathway for foreign entrepreneurs seeking to establish businesses in Japan offered by certain local government certified by the Japanese government.

Typically, a foreigner that intend to reside in Japan and to start a business must obtain a Business Manager Visa, which requires meeting strict conditions, including Securing a business office prior to entry, Employing at least two full-time employees, or Possessing a minimum capital investment of ¥5 million.

 

These requirements often pose significant challenges for foreign nationals. To address these hurdles, the government, with the support of the local government across Japan, introduced the Startup Visa program.

 

Under this system, local governments assess whether an applicant has a viable plan to meet the Business Management Visa requirements within the visa’s validity period. Once the evaluation is complete and the requirements are met, the applicants will be issued a Confirmation Certificate, which serves as supporting documentation necessary for the Regional Immigration Bureau to issue the status of residence under Designated Activities.

 

What Does This Mean for Foreign Entrepreneurs?

The extension of the Startup Visa to two years provides foreign entrepreneurs with more time to develop their business plans, secure resources, and meet the requirements for transitioning to a Business Manager Visa. This change reflects Japan’s commitment to fostering a dynamic, internationally competitive business environment.

  • Eligibility: Foreign nationals aim to establish a business in a certified local government area.

  • Status of Residence: Designated Activities (No. 44).

  • Maximum Period of Stay: Up to two years, with a renewal required every six months.

  • Applicable Individuals:

i) Foreign nationals newly entering Japan.
ii) Current residents in Japan holding a different status of residence.
