On April 20th, Japanese government announced that they will pay the fixed amount of 100,000 JPY of Special Cash handout (“Handout”) to implement an emergency economic package due to infection spread of COVID-19. Japanese government announced that the operating cost and office expense to be covered by Handout will be 12 trillion and 880.3 billion JPY. This will be large investment from the Japanese government. According to the government policy, this Handout will be paid not only to Japanese but also foreign residents in Japan. It is considered that the Japanese government intent to equally support the life of foreign residents in Japan who are affected by infection spread of COVID-19 as Japanese. Many people may have questions like who are eligible for the Handout, how to apply or when to receive the Handout etc. This article explains people who are eligible to receive the Handout and also application procedures in details. We hope that this helps foreign residents in Japan, Japanese companies or individuals that are related to those foreign residents in Japan.
1.People eligible for the Handout (Are foreigners eligible for the Handout?)
According to the implementation guideline provided by Ministry of Internal Affairs and Communications, the Handout will be paid to those who have registered in the Basic Resident Register System even without Japanese nationality as long as they are registered in the Basic Resident Register System on the Specific Registered Date. The Basic Resident Register System records the date of name, date of birth, gender and address of individual as written on the certification of residence and is fundamental to paperwork handled by administrative organs. In the Basic Resident Registration System, foreign residents must submit move in notification to their new municipality when they enter Japan or move into a different municipality.
However, the Handout will not cover the foreigners who enter Japan with tourist visa, business visa or short-term visa, or illegal resident without resident status as they are not registered in the Basic Resident Register System.
The Specific Registered Date above is April 27, 2020. For those who are registered in the Basic Resident Register System as of the Specific Registered Date, they are eligible to receive the Handout. In summary, the Handout will cover those who qualified both requirements below.

2 Is registered in the Basic Resident Register System as of April 27, 2020.
2.Timing for application and time span for receiving the Handout (When to apply and receive)
Please pay attention to announcement to be made by each municipality as the timing for application and time span for receiving the Handout vary by each municipality.
Japan’s national budget for the Handout is allocated based on the number of people who registered in the Basic Resident Register System which have been announced by Ministry of Internal Affairs and Communications. It is assumed that the number includes foreign residents in Japan. It does not mean that the Handout is not whoever comes first will be served first. You will have time. As long as you apply for the Handout in a correct way, you will be able to receive the Handout.
Please note that there is a time limit for application. You cannot receive Handout anytime. The time limit for application is 3 months before the start day of receiving application form by postal. It is recommended that you give yourself enough time to make an application as it is likely that many applications will arrive at municipal office.
Start date of accepting applications by postal at each municipality. Depending on the population of each municipality, the Japanese government predicts that payment of the Handout on May at the earliest (*1)
3.Applicants (who can apply for the Handout?)
Even if a foreign resident in Japan who meets the two requirements above to receive the Handout, there is a problem about who should make an application. Basically, beneficiary title shall be head of a household. In other words, head of your household shall make an application for the entire family member and receive the Handout at once. If head of your household is not you (either Japanese or people with other nationality), you should ask head of your household to make an application even though you are eligible for receiving the Handout.
4.Amount of the Handout
The Handout will be 100,000 JPY per person, and head of household will receive the Handout for the entire household. This includes the Handout for their children or dependents. The total amount of Handout to be received by one household is the number of people in a family times 100,000 JPY.
1 Single person household – 1 person x 100, 000= 100, 000 JPY
2 Maximum of 2 people household – 2 people x 100,000= 200,000 JPY
3 Maximum of 3 people household – 3 people x 100,000= 300,000 JPY
4 Maximum of 4 people household- 4 people x 100,000=400,000 JPY
5 Maximum of 5 people household – 5 people x 100,000= 500,000 JPY
If you have 4 people in household including dependents or children, the total amount of the Handout will be 400,000 JPY.
5.Application procedures and receiving process. (How to apply)
Application shall be made by postal or via online.
（１）Sending application by postal
Please fill out “application form for the Special Cash Handout when head of your household receives the form from each municipality, then send the form with the confirmation document of bank account and a copy of identity confirmation document. Applicants do not need to go to municipal office to receive or submit the application form. To prevent infection of Covid-19, it is recommended that applicants should refrain from going to municipal office.
With online application, applicants will enter necessary information including composition of family and bank account at webpage for Special Cash Handout on Mynaportal an online system provided by the government. The applicant should enter all the information, upload the identify confirmation document to complete the application. Online application is available only for people who have the Individual Number Card. Basically, the Handout will be remitted to the bank account of the applicant regardless of whether or not the application is made by postal or via online; however, an applicant can make an application and receive the Handout at counter of municipal office on the condition that the applicant has compelling reasons. (Ex: does not have a bank account etc.)
6.How to fill out application. Entry example.
Applicants are required to fill out application form for the Special Cash Handout (“Application Form”). (*2) to apply for the Handout by postal. Following is the entry example (latest version) and explanation on how to fill out the form. (*2) We will use an application form of Japanese version for the English version has not been prepared by now. Basically, foreign applicants are also supposed to fill out the Application Form in Japanese so if you feel worried, we recommend you consulting with experts or someone who is familiar with the application. Also, we will spare the detail about online application considering the readability of this article.
Entry example (1): Application date and municipality
Fill in “申請日(Application date)” and “令和２年４月２７日時点の住民票所在市区町村(your municipality as of April 27, 2020)”. “Application data” shall be the date when you enter the application form, but it should be within 3 months from the start date of acceptance of the application form, which means applicants should complete the application within 3 months from the start date of acceptance the application form.
Fill in your municipality which shall be the municipality of the address that you are living at. If you do not know your municipality, please look at “Address” of your Residence Card. This is your municipality. If you have an address written on the back side of Residence Card,that of the address with the last valid date will be your municipality.

Entry example (2): Head of a household (Applicant/Recipient)
Please fill in the name, date of birth, address and phone number of head of a household where he/she can receive the phone call during daytime at column “世帯主 (Name of head of the household) ”. Please write the name and address of head of a household exactly same as written on Residence Card. (For those who do not know how to write address, please see Entry example (1): Application date and municipality above) For the space for seal, signature is acceptable if head of your household does not have a seal. If you do not know who is the head of your household, please see the column “給付対象者(Recipients)” on the application form. Please write phone number that the head of your household can pick during the daytime. Municipal office may call her/him for confirmation. You may not be able to receive the Handout in case where they cannot reach her/him for confirmation. There are a couple of terms of agreement under the column, “世帯主(Name of head of a household)”. You need to pay particular attention to item 3 of terms of agreement. In case where the bank account is incorrect and municipal office cannot reach the head of household (including your legal representative) after three months from the start date of acceptance of the application, it will be deemed that you have canceled the application. You will lose the chance of receiving the Handout. In order to avoid the situation like this, it is very important that an applicant carefully and correctly write all information to application. Please see the picture below for entry example.
Entry example (3): Recipient
Please confirm the information on “給付対象者(Recipient)”. All recipients’ name, its relationship with head of household, and recipients’ date of birth should have been printed in the column. Please make sure that all of the information and the total amount of the Handout is correct. If you need to make correction, please correct it by crossing double line in red and write the correct information. If any of your family member does not wish to receive the Handout, please cross off the appropriate check box (x mark) at the columns at the right for the person who does not wish to receive the Handout You will only receive the Handout one time. If you have already applied in another municipality or you have already received the Handout, you cannot receive double Handout. If you receive the Handout more than one time by mistake, you need to refund the mistaken Handout. Please see the picture below for entry example.
Entry example (4): How to receive the Handout
Please choose “A: Want it to be remitted to my designated bank account” or “B: Submit the application form and receive the Handout at the counter of my municipal office”, then tick the appropriate checkbox. In principle, applicants will receive the Handout via their bank account. B is optional for those who do not have their bank account or who have difficulty accessing to a bank etc.
1 Whether or not the bank account is the name of head of your household 2 Whether or not the bank account is currently used for the payment of utility expense or taxes. If the bank account meets the both requirements, you do not need to attach a copy of payee’s (head of your household) bank book or bank card to the backside of application. If not, the copy of the bank book or bank card is required. If the bank account meets the above requirement 2, please tick the appropriate check box and indicate which bank account for payment of utility expense or taxes should be used.
Please fill in the information on payee’s (head of your household) bank account. If you are using Japan Post Bank, please write bank account book number, bank account number and the name of bank account holder. Please make sure that applicant writes the information of the bank account correctly and carefully by checking the number as written on bank book carefully. You may not receive the Handout if there is an error in this information. Please refer to entry example below for the details when writing the information of the bank account other than Japan Post Bank.
Entry example (5): Applying or Receiving by proxy
Following column should be filled in when application (receiving) is made by proxy. For those who have difficulty in filling out the application form, they can ask their proxy to fill the form for them. The government has not determined who are eligible to be a proxy yet (we will add information once we find out the requirements for proxy). However, it is considered that proxies can be experts like attorneys, administrative scriveners or employers of the foreigner or school staffs of the foreigner. If you feel worried about filling out the application by your own, we recommend you consulting with experts or someone who is familiar with the application. If application is made by a proxy, make sure to write the name, date of birth, address and contact information of the proxy and put circle to indicate your intention of delegation, either “Application and request” “Receiving payment” or “Application, request and receiving payment”. The column “世帯主氏名(the name of head of a household) ” and its signature must be filled and signed by the head of your household. Please see below for entry example.
Entry example (6): copy of identification document (Residence Card) of head of a household.
On the back side of application form, there is a column that requires attachment of the copy of identification document of the head of household. For foreigners, it will be Residence Card. Please make a copy of identification document (Residence Card) of head of household and attach it to the back side of the application form. As an alternative to residence card, Individual Number Card or driving license of the head of household can be used also. Please see below for the details (ex of residence card).
Entry example (7): copy of confirmation document of payee’s bank account to receive the Handout
Applicants are required to attach a copy of confirmation document of the bank account to receive the Handout. Please make a copy of the bank book or bank card of the same bank account as written in the application form and attach it to the application form.
As explained above in 「Entry example (4) : How to receive the Handout, 」if applicants meet the two requirements, it is not necessary to attach a copy of the bank book or bank card to the back side of application form. Please see below for reference
（１）Q： How about Technical Intern Trainees or foreign students? Are they eligible? A：Yes they are. As long as they have valid residence card and are registered as residence in Japan as of April 27, 2020, they are eligible to receive the Handout.
（２）Q： I do not have a bank account. How can I receive the Handout? A：If you do not have a bank account, you need to tick the checkbox, “B: Submit the application form and receive the Handout at the counter of my municipal office ” as explained above in 「Entry example (4) : How to receive the Handout.」 Then, you will need to go to the counter of municipal office and submit the application form. You will receive the Handout directly at the counter of municipal office at a later date.
（３）Q： I live apart from my spouse due to unavoidable reasons (ex: I am a victim of domestic violence). How can I apply for the Handout? A：In principle, the family head of household should apply for and receive the Handout. However, you are still eligible to receive the Handout by informing of your municipality that you are making a live separately from your spouse due to unavoidable reasons (the domestic violence etc.).
（４）Q： I am about to leave Japan for my country. Am I still eligible? A：If you are about to leave Japan for your country, it is likely that you may not have a valid residence card. In that case, you will not be able to receive the Handout. Even if you have your valid residence card, you may still not eligible to receive the Handout after you submitted move-out notification.
（５）Q： I am currently applying for visa but not yet received the visa. Am I eligible? A：Basically, if you do not receive your residence card, you are not eligible to receive the payment. (There may be an exceptional, but it depends on the situation)
（６）Q： I have not been paying taxes and social insurance fees. Am I eligible? A：You are obliged to pay taxes and social insurance fees and it shall be considered that you are making illegal acts if you do not pay them for a long time. This Special Cash Handout is for supporting those who live in Japan so that everybody who live in Japan deserve to receive the Handout regardless of payment of tax and social insurance fees. However, payment of taxes and social insurance fees are obligatory and you must pay them sometime. Depending on the situation, the Handout that you are supposed to receive from the government might be allotted to your unpaid taxes and social insurance fees.
（７）Q：Are the Special Cash Handout taxable? A：The Handout will be considered as nontaxable for income tax and individual inhabitant tax(※3)
8. Additional information
Please note that this article was created based on the announcement made by the Japanese government on April 27, 2020. There are a lot of issue remained undetermined so we would like to revise the article or add information after we know the updates.
9. Prevent from fraud.
Some people are attempting fraud related to the Special Cash Handout. Some foreigners become targets and already received fraud phone-call or fraud e-mail. We recommend that you pay special attention to those fraud.
●Please be careful when someone asks you for your personal information, information of bank account or password.
●You will never be asked to use ATM by municipality or Ministry of Internal Affairs and Communications
●You will never be asked to pay the fee to receive the Special Cash Handout by municipality or Ministry of Internal Affairs and Communications
●Municipality or Ministry of Internal Affairs and Communications will never ask you for your family members, bank account, personal information by phone, postal and e-mails.
●In case where you receive any phone call or receive postal or e-mail from municipality or Ministry of Internal Affairs and Communications, please report to your municipality or police (or call #9110, which is a hotline provided by police)
